Mrtyu means death and jaya means victory. So this mantra is about conquering the fear of death.This mantra is believed to be from Yajur Veda.

उर्वारुकमिव बन्धानान्मृत्योँमुक्षीय मामृतात् ||
Aum tryambakam yajAmahe sugandhim pushtivardhanam
urvArukamiva bandhanAnmrtyor muksheeya mAmrtAt
ஓம் த்ரயம்பகம் யஜாமஹே சுகந்திம் புஷ்டிவர்தனம்
உர்வாருகமிவ பந்தனான் ம்ருத்யோர்முக்ஷீய மாம்ருதாத்
Aum. We worship the 3 eyed Lord Shiva who is fragrant and increasingly nourishes, strengthens all beings to a state of perfect readiness. Just like a ripe melon or cucumber that is effortlessly released from its binding stalk, please liberate us from identification with the mortal body and its certain death, and from all illusions. Let us never forget the immortality of the soul.
